The treasury is for children's books, reading materials, literacy programs, and practical distribution costs tied to that mission.
Literacy treasury
Ten percent of each Slithy block subsidy is reserved for the literacy treasury in the working design. The goal is simple reporting: what came in, what went out, and what reading work it supported.
Current status
The treasury feed is designed to update from public network data. It shows the balance, unlocked amount, chain height, last update time, and treasury address so anyone can check the reading fund.
The production reporting service must use public chain data or a view-only wallet. It must never contain treasury spend keys.

Mainnet should use multisignature custody if practical. If single-signer custody is used temporarily, it should be disclosed clearly.
Outgoing spending should be published with a transaction id, amount, recipient or project, purpose, and supporting details when available.
The treasury spend keys should never live on the website server. Public reporting should use chain data or view-only tooling, while spending requires a separate controlled process.
